Spain has 2 billion € euros to spend

So it's lending it to Greece! When Spain needs so much investment in itself, this can be no more than a macho reaction. Social services, health services, the justice(?) system, employment, etc are all in desperate need of reform requiring investment. Greece is alleged to have lied to get into the Euro system and have created their own debt. They need to change themselves before anything is given to them.

Even as a loan, which it's supposed to be, when will Greece be able to repay it and surely there would be a better return to Spain than any interest paid by Greece if the money was invested in Spain? Reducing Spanish taxes to allow for that amount would enable businesses and individuals to spend more in Spain and increase its economy and reduce unemployment, which in turn would increase taxes paid to the government. Spain is 'hiding' so much and is in deeper trouble than its declaring. Is this just a smokescreen to try to bluff its way for a little longer?

At the core of many of Spain's social and property problems is it's chaotic judicial system. Apparently overworked, under-funded and under-staffed, it provides legal opinions at such a slow pace for the average non-high-profile situation, that many ignore it and carry on with their illegal activities, either in ignorance of the snail's pace action or in outright defiance of it, knowing that appeals and perhaps even an eventual amnesty will free them of their problem. Even if they are eventually proven guilty they can pay a fine or have had time to live the life and enjoy the fruits of their actions and look at the balance between the benefits and the deferred penalty as very much in their favour.
